In the movie “Milk”, Harvey Milk says, “There goddamn well better be.” I don’t understand this sentence.?

Could you please explain the sentence grammatically? What is “well better”?
The dialog is as follows:
Harvey: The whole world is watching. This is San Francisco we’re losing. You ready?
Cleve: I can have fifteen thousand people here in an hour, but there’s gonna be rits if this thing passes.
Harvey: There goddamn well better be.

It means “there better be”
As in “There better be rits if this thing passes.”
It’s an expression. ‘Goddamn’ and ‘well’ are used together to emphasize the sentence. ‘Goddamn well’ is often used as a way of making a point.

Person 1: “Is there any sugar left in the pantry?”
Person 2: “I’m baking a cake, so there goddamn well better be.”

^I couldn’t come up with a more creative sentence :P
