E) Finish the job that the French started but abandoned because it was really hard.
But using the answers provided…
Both A) and B) are correct.
The Panama Canal saved merchants WEEKS of extra travel around the bottom of South America! That reduced risks of storm loss, Pirate attack, the cost of paying crew/employees for time on board, food and board for passengers and crew alike, wear and tear on the equipment, being able to haul more loads… Considering the time and expense saved by using the P.C. it was possible to charge them almost anything and it would STILL be better than the cost and lost time of going around.
And B) any waterway that lets Merchant Ships through is good for the Navy as well…
